La política de equidad y el nuevo sistema de vouchers en Chile: reflexiones críticas

Abstract

El objetivo de este artículo es analizar el sistema de subvención educacional chileno y su diseño como política, utilizando ciertos conceptos provenientes de la economía de la educación. Específicamente se presenta la Subvención Escolar Preferencial (SEP) como un nuevo programa de voucher, surgido en 2008, que busca aportar recursos adicionales y corregir ciertas deficiencias del sistema tradicional de subvención escolar, al focalizarse hacia las escuelas que atienden a alumnos(as) vulnerables, en pro de la equidad educativa. Se concluye que es una política positiva que busca la equidad del sistema y promueve la rendición de cuentas, aun cuando existen algunos temas pendientes como la definición del monto a entregar del voucher.

=== === ABSTRACT === === The objective of this article is to analyze the Chilean system of educational subvention and its design as policy, by using certain concepts from the economics of education. A presentation is given of the new voucher program from 2008, the Preferential School Subvention (SEP). The program attempts to contribute additional resources and correct deficiencies in the traditional system of school subvention, focusing on schools that serve vulnerable students to the benefit of equal education. The conclusion is that the policy is positive because it aims at equality in the system and promotes the rendering of accounts, in spite of the existence of pending topics such as the definition of the voucher amount to be delivered.
