La participación social en educación: un dilema por resolver

Abstract

Este ensayo examina el fracaso de la estructura organizativa de participación social en la educación. Primero analiza la emergencia de la llamada sociedad civil, para subrayar la diferenciación entre sociedad y Estado y ubicar el problema de la institucionalización de la sociedad civil. Posteriormente aborda el significado de participar, para resaltar que ahí radica otro aspecto importante del fracaso. En tercer lugar, describe los Consejos de Participación Social y el reconocimiento de sus fallas en el programa sectorial de esta administración. Al final, recapitula los diferentes elementos analizados y plantea que el problema fundamental es suponer que si se crean instancias de contacto entre gobierno y sociedad se tiene resuelto el complejo tema de la participación social y el buen gobierno.

=== === ABSTRACT === === This essay analyzes the organizational structure of social participation in education. The first section is about the emergence of the so–called "civil society", trying to underline the differences between society and State and to locate the problem of instutionalization of social society. The second one deals with the meaning of "participate", in order to show that another important part of the failure can be found there. The third part is a description of the "Consejos de Participación Social" (Councils for Social Participation) and the acknowledgement of their lacks within the current administration's sectorial program. Finally, the author concludes that the main problem is to imagine that creating authorities to connect government and society resolves the complex matter of social participation and good government.
