A conceptual framework for the reform of educational administration
Abstract
There is a general movement towards educational reform in the different countries of the world. In some cases, these reforms stem from revolutionary movements aimed at bringing about radical changes in the social and economic structures; in others, they are directed at mod-ernizing education in step with technological progress in order to meet the requirements of society more fully and to improve the quality of education. In the plans for carrying out such reforms, however, the attention given to administrative reform, as an essential instrument of educational development, has been virtually nil. In some, it has been limited to a few main lines of action, in others to the formulation of legal provisions instituting such reform or to isolated actions concerning the training and advancement of teaching staff. In other countries, while it is recognized as a prerequisite for the implementation of educational reform, no success has been achieved in making a concrete reality of it even to the extent of formulating an admin-istrative development or reform plan.
